Barbados Still Has No Mandatory Building Code — Here's Why We Design Beyond It Anyway

Barbados remains the only Commonwealth Caribbean country without a legally mandated national building code. That isn't a reason for alarm — it's a reason for professional responsibility.

This one might surprise people outside the industry: as of the most recent public statements from our own engineering bodies, Barbados remains the only Commonwealth Caribbean country without a legally mandated national building code. Other islands in the region — Antigua and Barbuda, Dominica — have adopted codes based on the Caribbean Uniform Building Code (CUBiC), developed specifically to give the region wind- and hurricane-resistant construction standards. Barbados helped shape that regional groundwork decades ago. We just haven't made it law here.

I want to be careful with how I say this, because it isn't a reason for alarm — it's a reason for professional responsibility. The absence of a mandatory code doesn't mean there's no good practice available; the Barbados National Standards Institution has its own wind load standard (BNS CP28), based on CUBiC's wind load provisions, and internationally the ASCE 7 standard — the same one referenced across the wider Caribbean and adopted into the International Building Code — gives architects and engineers real, tested numbers to design against. Category 1–3 hurricane wind speeds in this region run in the 180–216 km/h range, with severe events pushing well beyond that. Those are the numbers I design to, code requirement or not.

What that means practically, on every residential project I take on: roof-to-wall connections engineered for uplift, not just gravity loads. Hurricane straps and proper tie-downs treated as non-negotiable, not an upgrade option. Window and door assemblies rated for wind-borne debris, particularly on street-facing and ocean-facing elevations. Roof pitch and geometry chosen to shed wind rather than catch it — the same principle, honestly, that shaped the chattel house roof 150 years ago.

The stakes are real. Regional post-hurricane assessments consistently show that 60–70% of buildings in affected areas suffer moderate to severe damage when they weren't engineered to a real wind-load standard — and reconstruction after the fact typically runs three to five times the cost of building it right the first time. Buildings that are properly engineered against recognized standards see that damage rate drop to somewhere around 5–10%, and what damage does occur tends to be cosmetic — cladding and finishes — rather than structural.

So when I'm asked why a design costs more in engineering time than a client expected, this is usually the honest answer: I'm not just building to satisfy a planning approval. I'm building against the actual physics of an Atlantic hurricane, because in Barbados, right now, no one else is legally required to make sure that happens.
