Bridgetown After the Water: Rehabilitating a City Built Around the Careenage

Bridgetown grew out of a swamp at the mouth of the Constitution River. Any serious rehabilitation of the capital has to start with where the water goes.

Bridgetown exists because of water. The town was founded on the marshy ground at the mouth of the Constitution River, where the Careenage gave ships a place to be beached and repaired. Every later layer of the city — the wharves, the bridges, the reclaimed ground behind Broad Street — is essentially an argument with that original wetland. When I work on rehabilitation projects in the capital, water is still the first item on the agenda.

Two things have changed the calculation. The first is rainfall behaviour: intense short-duration downpours put more water into a hard-surfaced catchment faster than the drainage that was built for it can move. The second is sea level, which raises the tailwater the Careenage has to discharge against. Together they mean the low ground around Fairchild Street and the Careenage floods for reasons that have very little to do with the buildings themselves.

That reframes what rehabilitation means. On a ground floor in the flood-prone belt, I am not designing to keep water out at any cost — that is usually a losing bet. I am designing for water to enter, cause limited damage, and leave. Practically: raise the electrical distribution and socket outlets, keep plant off the floor slab, use lime-based plasters and tile or stone floor finishes instead of gypsum board and laminate, and detail joinery so lower sections can be replaced without demolishing the fit-out.

Above the flood line, the priorities invert. Roofs, gutters, downpipes and the discharge path away from the wall base are where the money should go, because slow chronic wetting destroys more Bridgetown masonry than any single storm event. I have seen buildings lose an upper storey to a blocked gutter that cost fifty dollars to clear.

The public realm matters as much as the private plots. Shade trees, permeable paving in courtyards and rear yards, and planted edges along the Careenage do real hydraulic and thermal work — they slow runoff, cool the street surface, and make walking in town tolerable at midday. Bridgetown's heat is not only a climate problem; it is a design problem created by continuous unshaded asphalt.

None of this is exotic engineering. It is sequencing: understand the catchment, fix the water path, then restore the fabric, then fit out. Projects that skip to the finishes are the ones I get called back to three years later.

A rehabilitated Bridgetown, to me, looks like a city that has made peace with being built on the water — dry where it needs to be, forgiving where it cannot be, and shaded enough that people choose to be there.
